Family Rights Group – Twinterview transcript

As part of the Care Inquiry we are holding a series of Twinterviews with the charities involved.‏

This Twinterview took place on 2 October at 8pm between @TheCareInquiry and @FamilyRightsGP.

@TheCareInquiry – Let’s start, so why has @FamilyRightsGp got involved with the #CareInquiry ?

@FamilyRightsGP – Our child welfare system should cater to each child’s needs. Too often it doesn’t despite the efforts of many [1] #careinquiry

@FamilyRightsGP – The #careinquiry will take a fresh look at what is working & what is not for children in or on the edge of care & make recommendations [2]

@FamilyRightsGP – We very much welcome that the 8 charities setting up the #careinquiry have expertise on the different aspects of the care system [3]

@TheCareInquiry – What do you mean by children on the edge of care? #CareInquiry

@FamilyRightsGP – Children at risk of entering care or have returned home from care. Some are living with parents, others with family or friends #careinquiry

@TheCareInquiry – What knowledge and expertise do @FamilyRightsGp bring to the #CareInquiry ?

@FamilyRightsGP – We advise 7000 families pa whose children are at risk or have welfare needs. We also carry out research & train practitioners #careinquiry

@TheCareInquiry – Should more be done to keep children safely with their birth families? #CareInquiry

@FamilyRightsGP – Yes. Practice varies considerably across the country, as do levels of early support & intervention. #careinquiry [1]

@FamilyRightsGP – Too often wider family esp paternal relatives aren’t explored as potential carers or come forward too late into proceedings #careinquiry [2]

@FamilyRightsGP – More could be done. Family group conferences can help but 30% of LAs don’t have an FGC service #careinquiry [3]

@TheCareInquiry – What is an FGC service for those who may not know? #CareInquiry

@TheCareInquiry – So is the #CareInquiry also about children being raised by family&friends carers outside the care system?

@FamilyRightsGP – Yes. Whether child in kinshipcare is in or outside the care system is often determined not by need or abuse but circs #careinquiry [1]

@FamilyRightsGP – We come across many children who were placed by LA with kinship carers & should in law be treated as in care but aren’t! #careinquiry (2)

@TheCareInquiry – Is there a difference between those children being raised by family&friends carers in the care system&those outside? #CareInquiry

@FamilyRightsGP – The children are no different but if you’re outside the system you don’t have the same right to financial & practical help #careinquiry [1]

@FamilyRightsGP – The child’s legal status also determines who makes key decisions eg if child is on a care order, it’s the local authority #careinquiry[2]

@TheCareInquiry – As an org. working with birth parents,what are the key factors in a child ending up in care? #CareInquiry

@FamilyRightsGP – Fear, anger & bewilderment often obstruct parents working with social workers. Non-co-op. can lead to child being removed #careinquiry [1]

@FamilyRightsGP – Sometimes parents aren’t clear what they need to do to get their child back. Our advice service can help change that #careinquiry [2]

@TheCareInquiry – Are the rights of birth families being properly considered or are children being fast tracked into adoption? #CareInquiry

@FamilyRightsGP – An adoption decision is irrevocable & severs the child’s link with their birth family. It must be properly scrutinised. [1] #careinquiry

@FamilyRightsGP – UK is one of only a handful of countries that use adoption without parental consent as a route out of care.[2 ] #careinquiry

@FamilyRightsGP – The child’s welfare must be paramount & it’s essential the process is fair & doesn’t breach child or parents’ human rights [3] #careinquiry

@FamilyRightsGP – To help create a just child welfare system in which children have security, are safe & have a positive sense of their identity
